David BruceMcKinney was born on 9 April 1933 in Bradley County Tennessee. He attended Travena Elementary School and graduated from Bradley Central High School, Cleveland, TN in 1950. He attended the University of Tennessee, Knoxville and graduated with a Bachelor of Arts degree in public Administration from Cumberland University, Lebanon, Tennessee. His military education included The Adjutant General's Company Officer course, Military Personnel Officer course, Army Supply Officer's Course, and The Warrant Officer Senior Course, and several other short courses.

Chief McKinney began his military career by enlisting in Service Company, 278th Infantry (RCT) on 21 April 1949. He was ordered to active duty with his unit on 1 September, 1950 for the Korean War. He served as a Mail Delivery Supervisor at Fort Devens, MA. Upon release from active duty he again joined the Tennessee Army National Guard where he served in Service Company, 278th Infantry (RCT) as Personnel Sergeant and later as First Sergeant. He was appointed as Warrant Officer, W-1, 1 May 1956 and served in the 190th Armored Infantry Battalion in Lenoir City, Tennessee, as Personnel Officer; 5th Battalion, 109th Armor as Unit Personnel Technician and Supply Section Leader.

He continued with the 5th Battalion, 109th Armor as Supply Section Leader until he served as Unit Personnel Technician. In October 1975 he became the Unit Personnel Technician of  the 3rd Battalion, 109th Armor, Lebanon, TN; and on August 1st, 1976 was transferred to Headquarters, Tennessee Army National Guard as Personnel/Administrative  Technician. He was promoted to Chief Warrant Officer Four on July 1st, 1971.

Mister McKinney's awards and decorations include the Meritorius Service Medal, Army Commendation Medal, Army Achievement Medal, National Defense Service Medal, Armed Forces Reserve Medal, Armed Forces Reserve Medal with two hourglass devices, Army Service Ribbon, Tennessee national Guard Commendation Ribbon, Tennessee National Guard War Service Ribbon, Tenneessee National Guard Service Ribbon, Tennessee National Guard Volunteer Ribbon, Tennessee National Guard Individual Achievement Ribbon, and Tenneesee National Guard Distinguished Unit Citation.

Chief McKinney is a member of the National Guard Association of the United States and Tenneessee, Masonic Lodge No. 728, Knoxville, Tennessee and a 32nd degree Scottish Rite Mason in the Valley of Nashville, Tennessee. He is a member of the National Genealogical Society, Middle Tennessee Genealogical Society, and the McKinney Name Association.

He was at different times during his life a member of Lebanon Baptist Church, Bradley County, Tennessee; Calvary Baptist Church, Knoxville, Tennessee; West Knoxville Baptist Church, Knoxville, Tennessee, and Two Rivers Baptist Church, Nashville, Tennessee.

He is a life-long Democrat and is active in community affairs.

Mr. McKinney was employed by American Uniform Company, Cleveland, Tennessee; Bowaters Southern Paper Corporation, Calhoun, Tennessee; and for more than 35 years as an employ of the Tennessee National Guard as Unit Administrator, Personnel Technician, Supply Officer and for his last 16 years as the Supervisory Personnel Manager in the Office ofthe Adjutant General General in Nashville, Tennessee.
